Second Phase of Electricity Market Liberalization: From April 1, 2026, Businesses Move to the Open Market
KESCO, in its capacity as the Universal Service Supplier, announces that in accordance with the Law on Electricity and at the request of the Energy Regulatory Office (ERO), starting from April 1, 2026, the second phase of the transition of commercial consumers to the open electricity market will continue. According to the applicable legal and regulatory framework, commercial consumers with more than 50 employees or an annual turnover exceeding 10 million euros will no longer be supplied under the universal service with regulated tariffs and will be required to choose their own electricity supplier.
Based on official data from the Tax Administration of Kosovo, a number of businesses no longer meet the criteria for supply under the universal service. For this reason, starting from April 1, 2026, KESCO, in its role as the Universal Service Supplier, will no longer be able to supply these businesses with regulated tariffs.
The respective businesses must select a licensed supplier in the open market by April 1, 2026, and initiate the supplier switching procedure at least 21 working days before the new contract enters into force. The list of licensed suppliers is published on the official website of ERO: www.ero-ks.org.
If a business does not select a supplier on time, starting from April 1, 2026, it will be temporarily supplied by the Supplier of Last Resort for a period of up to 60 days, during which it must sign a contract with a licensed supplier. If a contract is not concluded within this period, the electricity supply will be interrupted in accordance with the applicable legislation.
Furthermore, businesses that are self-consumers (prosumers) are informed that from this date the existing agreement for self-consumption under the regulated tariff scheme will end, while the treatment of the energy produced and injected into the grid will be regulated according to the terms of the contract with the chosen supplier.
KESCO invites businesses to confirm with the company the number of employees, annual turnover, and the units/meters in use, in order to ensure proper treatment during the transition process to the open market.
